Headquarters Supreme Allied Commander Transformation intends to procure six portable kits for controlled jamming of GNSS signals and drone video and control links during training and evaluation activities. The systems must support multiple selectable frequency bands, be deployable within 30 minutes, operate from several platforms and power sources, and provide adjustable, verifiable jamming footprints. Required features include omnidirectional and directional antennas, remote satellite-based control with authenticated and encrypted links, local override and remote shutdown, time-limited operation, and exportable, time-stamped emission logs. Deliverables also include a demonstration plan, on-site training for early adopters at a NATO unit in Europe or the United Kingdom, a user guide with safety and deconfliction annex, and an emission test report for each kit. U.S. prime contractors and subcontractors must have an active U.S. facility, be approved for NATO Competitive Procurement participation, and obtain a U.S. Government Declaration of Eligibility. The notice gives planned dates for the RFP, bid closing, and award; the RFP is expected to be a fixed-price deliverable contract.
