The U.S. Department of State's Bureau of Diplomatic Security is issuing a presolicitation notice for the FY26 Antiterrorism Assistance (DS/T/ATA) Training Equipment program. This procurement will provide critical equipment necessary for specialized training and capacity-building activities with foreign law enforcement partners. The equipment includes a range of communications, medical, ballistic, and tactical gear, such as inert explosive training aids, medical kits, tourniquets, ballistic plates, targets, and various electronic components. The requirement is divided into seventeen (17) separate training requirements, each with its own equipment list, and will be solicited separately on a competitive basis. The government intends to award Firm-Fixed-Price contracts to responsible offerors whose quotes represent the best value, based on technical, past performance, and price factors. All awards are anticipated on or before September 30, 2026. This notice also seeks to identify eligible small business concerns for future FY27 requirements.
