Description
Santa Fe County is soliciting an independent evaluator for Behavioral Health Region One's FY27 Early Access Plan and FY27–FY29 Regional Behavioral Health Plan. The contractor will refine the evaluation framework, align it with state guidelines and regional logic models, establish metrics and baselines, develop data-collection tools and reporting protocols, coordinate data submissions from funded providers and partners, validate and protect data, and manage a continuous quality-improvement process. The scope includes monitoring treatment, workforce, navigation, and prevention priorities; producing quarterly dashboards and reports and annual reports; analyzing short- and intermediate-term outcomes, including subgroup and geographic analysis where feasible; participating in monthly and quarterly review meetings; supporting stakeholder interpretation of findings; and producing final evaluation reports covering implementation, performance outcomes, system trends, lessons learned, and recommendations. The contract is scheduled to begin in October 2026 and is intended to run for three years. Proposals are limited to 20 pages, with professional licenses and certifications permitted as appendices; the main proposal must use at least 12-point type, nominal one-inch margins, and normal line spacing.
