Description
The Central Illinois Land Bank Authority is offering 1400 Champaign Avenue, Mattoon, Illinois, for purchase and comprehensive rehabilitation. The property may be restored as either a single-family residence or a multifamily property. The scope includes structural stabilization; electrical, plumbing, water-heater, HVAC, and gas-system work; interior and exterior repairs; bathroom and kitchen renovations; window and door replacement; life-safety improvements; permitting; inspections; and final code compliance. Contractors must field-verify conditions, furnish labor and materials, and comply with applicable building, electrical, plumbing, mechanical, energy, zoning, and life-safety codes. Respondents must provide rehabilitation experience, references, a detailed completion plan, estimated cost and proof of funding, a future-use plan, and information about proposed contractors. The work must be completed within 12 months of closing unless CILBA approves an extension in writing. The property will be awarded individually based on the evaluation criteria, with bonus points for a plan to sell the home to an owner-occupant.
