Description
The U.S. Army, through Portfolio Acquisition Executive (PAE) Fires, is issuing an open solicitation for advanced and innovative munitions capabilities. This initiative aims to modernize the Army's Organic Industrial Base by actively seeking technologies for research, development, prototyping, testing, evaluation, procurement, and fielding of critical enabling advanced fires capabilities. The solicitation leverages various authorities, including Broad Agency Announcements (BAA) and Other Transaction (OT) authorities, to foster flexible business arrangements and maintain a competitive edge. Areas of interest are broad and include advanced radar and sensor capabilities, electronic countermeasures, weapon systems, air and missile defense, mission command systems, hypersonic weapons, directed energy, counter-unmanned aircraft systems, and digital transformation technologies. Responses can be submitted through Fires Capability Gap (FCG) submissions or Call for Solutions. FCG submissions involve a phased approach including solution briefs, live pitches/demos, and proposals, with awards potentially lasting up to 18 months. Call for Solutions will be released as amendments and will specify submission requirements and evaluation procedures. Companies must be registered in SAM.gov and have a Unique Entity ID (UEI). Awards may be contracts, agreements, or Other Transactions (OTs). The Army reserves the right to negotiate terms and conditions and may award follow-on production contracts or OTs without further competition. All submissions must be unclassified, and any security clearance requirements will be determined during later phases.
