Description
The U.S. Navy is soliciting a single-award, firm-fixed-price IDIQ contract for commercially available integrated voice and data telecommunications services at NAS Key West and NAVSTA Great Lakes. The requirement includes replacement of existing TDM telephony services with an IP-based solution, preferably VoIP, supporting approximately 3,413 endpoints across the two installations. Required capabilities include analog seats, analog telephone adapters and licenses, implementation and transition services, domestic and international calling, voicemail, call routing features, E911/NG911 integration, crash-net interoperability, and at least 99.9% monthly service availability. Alternative or hybrid technologies may be proposed if fully justified and compatible with the required infrastructure. The base ordering period is five years, from February 1, 2027, through January 31, 2032, with a six-month FAR 52.217-8 extension option through July 31, 2032. The contract has a $1,000 guaranteed minimum and a $7,500,000 maximum ceiling, including a $2,500,000 maximum for Key West and $5,000,000 for Great Lakes. Proposals must consist of a single price volume containing the completed solicitation documents, Section B, the provided pricing spreadsheet, required representations and certifications, and all line-item pricing for the base and six-month option periods. The solicitation states that the procurement is full and open competition, despite earlier language indicating a direct award.
