Description
The United Nations Development Programme is procuring modernization of Montenegro's national Visa Information System. The required solution must be a mature commercial off-the-shelf visa platform already operational in at least one European Union or Schengen country, with the legal rights necessary for licensing, configuration, adaptation, implementation, maintenance, and future upgrades. The scope includes visa case and workflow management, document management, reporting and analytics, identity and access management, auditability, security, biometric transfer and integration with the Ministry of Interior, asynchronous consultations with the Ministry of Interior and National Security Agency, visa-related integration with Border Police, an external exchange node, an internal integration layer, an applicant ePortal, electronic document submission, appointment scheduling, electronic payments, trust services, digital visa lifecycle management, data migration of approximately 3 TB, testing, training, knowledge transfer, hardware specifications, and implementation through full operational readiness by May 2027. The contractor must provide local personnel in Montenegro, 24/7/365 technical support in the local language, on-site intervention when required, a 24-month warranty, and 24 months of maintenance and support after signed acceptance and go-live.
