Description
The State of Wyoming, through the Department of Enterprise Technology Services, is soliciting an enterprise-level digital communication platform to support public and internal communications across state agencies. The solution must provide centrally managed, multi-agency capabilities for email, high-volume SMS and RCS messaging, flexible templates, automation, audience segmentation, opt-in/opt-out management, two-way messaging, reporting and analytics, role-based access, accessibility compliance, and integration with existing contact management, content management, CRM, database, website, and public-service systems. The platform must support migration of approximately 1,532,257 subscribers and accommodate at least 33 participating agencies or users, with scalable expansion. The scope includes implementation using a phased rollout or soft-startup approach; project management; data migration; testing and quality assurance; security, hosting, disaster recovery, and continuity planning; training and knowledge transfer; technical support; maintenance; and ongoing compliance with applicable FCC, CTIA, TCPA, Section 508, WCAG 2.1 AA, and potentially HIPAA requirements. Proposals must include separate technical and cost proposals, with the technical proposal incorporating the completed Attachment A requirements workbook and the cost proposal addressing implementation, maintenance, HIPAA/Business Associate Agreement compliance, and change-order rates. The solicitation also requires project plans, staffing information, resumes, references, migration and testing plans, security and hosting information, and other technical and operational deliverables.
