The Government of Canada is seeking a Windows-based software solution that provides an airspace common operating picture for planning, deconflicting, and controlling uncrewed aircraft system (UAS) traffic, including radio-frequency spectrum use. The solution must support flight-plan creation and storage, a repository for four-dimensional trajectories and spectrum requirements, integration with crewed-aircraft flight plans and weather data, optimal four-dimensional route generation, conflict detection and resolution, and creation of deconflicted airspace corridors or volumes. Additional desired capabilities include real-time UAS data analysis to prevent collisions and adjust flight paths, real-time monitoring of adherence to approved trajectories, and supply-chain information for critical components. Amendment 001 clarifies that a standalone Windows version is acceptable, real-time telemetry and conformance monitoring may be developed over time, functional APIs may be used for external-data integration, and route optimization may use mission-selected parameters and constraints. Amendment 002 extends the closing date to November 4, 2026. The challenge anticipates approximately five Phase 2 contracts, with a maximum value of CAD 500,000 per contract and a maximum duration of 15 months. A prototype demonstration requires travel to Suffield, Alberta; other meetings are expected by telephone or videoconference. The optional critical-component attachment is limited to one 8.5-by-11-inch page, 10 MB, and accepted in JPG, GIF, TIF, PDF, or PNG format.
