Description
The Philadelphia Parking Authority seeks a qualified provider to perform background verification for applicants for new employment and promotional opportunities. Required services include criminal background checks at federal, state, and local levels; sex-offender and Megan's Law searches; education, training, certification, and license verification; motor vehicle records; military-service verification; electronic I-9 completion; and E-Verify services. The Authority expects approximately 25–30 checks per month and approximately 400 new I-9 and E-Verify cases annually. The selected provider must support individual or grouped searches, secure applicant report delivery, FCRA pre-adverse and adverse-action workflows, reporting, and results within the stated turnaround requirements. The system must integrate with Dayforce HRIS, with API integration preferred, including applicant-data transmission, return of screening results and status updates, electronic I-9 and E-Verify workflow initiation, technical support, and implementation within 60 days of award. The provider must support electronic I-9 validation, correction workflows, reverification and expiration tracking, retention management, audit trails, reporting, and ongoing access to existing records. The revised pricing materials require package and a la carte pricing, separate pricing for additional services and implementation, and pass-through government, court, repository, institutional, and other mandatory access fees at direct cost without markup. Addendum Two extended the proposal deadline to October 26, 2026, at 1:00 p.m. and revised the insurance requirements. The addendum also confirms that the selected provider remains responsible for the services, while ordinary third-party data sources and record-retrieval providers are permitted; proposed third-party service arrangements must be disclosed.
