NOTICE TO BIDDERS Ocean County will receive bids 11:00 a.m. Tuesday, October 27, 2026 in the Administration Building, Toms River, NJ for Construction of C.R. 539 Overpass Str. No. 1523-031, Whiting New Egypt Road Over Ridge Way, Plumsted and Jackson Townships. Plans and specs are available on the County's OpenGov Electronic Bid Portal (https://procurement.opengov.com/portal/oceancounty). Bidders must comply with P.L. 1975, C. 127 and 10% Surety required. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3 et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of language in New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and N.J.S.A 19:44A-20.25 et seq., will not adversely affect your consideration for award. There are no Civil Rights goals for this project. The Work on this contract includes, but is not limited to, the realignment and widening of CR 539, the grade separation of CR 539 and Ridge Way via construction of a new overpass bridge and retaining walls, and construction of stormwater management basins. Description
Ocean County is soliciting sealed electronic bids for construction of the C.R. 539 overpass, Structure No. 1523-031, carrying Whiting–New Egypt Road over Ridge Way in Plumsted and Jackson Townships. The work includes a new single-span concrete bridge, roadway improvements, retained-earth approaches, retaining walls, excavation, structural and general fill, drainage and stormwater-management systems, utility coordination, paving, traffic control, erosion control, and related highway improvements. The geotechnical package identifies approach retaining walls ranging from approximately 1,000 to 1,100 linear feet and evaluates both mechanically stabilized earth and prefabricated modular wall alternatives. The estimated construction cost is $20,000,000 to $25,000,000. Bidders must provide bid security equal to 10% of the total bid, capped at $20,000, and the successful bidder must furnish 100% performance and payment bonds. The work requires substantial completion within 670 calendar days and final completion within 730 calendar days. The project is subject to federal and New Jersey prevailing-wage requirements, Davis–Bacon requirements, Buy America requirements, public-works registration, federal labor and civil-rights provisions, and a 50% self-performance requirement. The package includes geotechnical reports, supplemental specifications, project documents, and prevailing-wage materials.
