Description
This solicitation is for the purchase of canned and pouch tuna products for distribution to Federal Food and Nutrition Assistance Programs. The products must be produced in the United States and meet "Dolphin-Safe" labeling standards. Specific requirements include: * **Kosher Certification:** All tuna products must be certified kosher, with specific requirements for "613 Va'ad" kosher canned tuna products. Manufacturing plants must be certified by the Rabbinical Committee. * **USDC/NOAA SIP Approval:** Processors and facilities must be approved by the United States Department of Commerce (USDC), National Oceanic and Atmospheric Administration (NOAA), Seafood Inspection Program (SIP). * **Food Defense Plan:** Contractors and subcontractors must develop and maintain an AMS-approved food defense plan. * **Domestic Origin:** All tuna products must be manufactured from tuna landed by American flag vessels and completely processed in the United States. * **Product Characteristics:** Tuna must be chunk light, packed in water or broth, with specific salt/sodium levels and no monosodium glutamate. Significant ingredients must be derived from U.S. produced products. * **Packaging and Labeling:** Tuna will be packaged in cans or pouches with specific labeling requirements, including traceability codes, allergen statements, and the Kashrut certification symbol. * **Delivery Requirements:** Products must be delivered under seal with tamper-proof seals, and seal numbers must be recorded on the Bill of Lading. Truck seal numbers must also be recorded on the BOL. A Certificate of Loading, including the Solicitation Description Number, must be issued by USDC/NOAA SIP.
