Description
The Canadian Food Inspection Agency requires shellfish harvesting and sampling services for up to 41 shellfish harvest areas across three regions of Quebec's North Shore. The contractor must conduct a preliminary reconnaissance, collect clam and mussel samples according to established frequencies, obtain GPS coordinates, maintain samples at approximately 4°C, keep them alive and protected from contamination, label them, and deliver them to the CFIA chemistry laboratory within 72 hours. The contractor must provide qualified personnel, transportation, boats, sampling equipment, permits and licenses, quality-control procedures, sampler supervision, and annual site verification. The contractor must also provide scheduled sampling plans, sampling surveys, GPS data, personnel lists, and verification logs. The initial contract period is January 1, 2027, through December 31, 2027, with three additional one-year option periods. Offers must include technical and financial proposals, the Offer Submission Form, and the Offeror Declaration Form. The technical submission must address marine shellfish-sampling experience, project examples, methods and controls, proposed harvesters, and harvester experience; the minimum mandatory experience is two years of marine shellfish sampling.
