Description
The District seeks an environmental consulting firm for a two-year, task-order professional services contract to support implementation of its Habitat Conservation Plan for the Lopez Water Project. The consultant will prepare a California Environmental Quality Act (CEQA) Environmental Impact Report and an applicant-prepared National Environmental Policy Act (NEPA) Environmental Assessment or Environmental Impact Statement, along with supporting technical analyses and documentation. The work includes scoping, environmental review of the plan and alternatives, preparation and revision of draft and final documents, responses to public and agency comments, mitigation monitoring materials, and coordination with federal, state, tribal, and local agencies. The review supports federal decisions on related Endangered Species Act permits and addresses conservation measures for steelhead, California red-legged frog, and southwestern pond turtle.
