Description
The Ohio Housing Finance Agency is conducting a non-binding Request for Information to evaluate commercially available COTS or SaaS platforms, reference architectures, implementation methodologies, and non-binding cost models for replacing its legacy financial and operational systems. Vendors may respond to Part A, Part B, or both parts. Proposed solutions must follow an 80/20 clean-core model, with at least 80% of capabilities delivered natively or through no-code configuration and the remaining agency-specific functionality implemented through upgrade-safe, loosely coupled extensions. Part A covers multi-fund general ledger and consolidation, accounts payable and receivable, budgeting, procurement and encumbrance controls, bond and program accounting, loan servicing, banking integrations, revenue forecasting, debt service, derivatives, trustee reconciliation, and investment management. Part B covers unified housing-program administration across 17 offices, external portals, multifamily and single-family programs, asset management, compliance, offline mobile inspections, capital markets, legal workflows, document generation, enterprise CRM and help desk, and centralized audit and inspection scheduling. Responses should address government-cloud deployment, security and privacy controls, integrations, implementation and migration planning, capability alignment, and an informational cost model. Narrative responses are recommended not to exceed 35 pages for a single part or 50 pages for a combined response, excluding the capability matrix, cost model, and client reference sheets.
