Description
The Pan American Health Organization seeks a consultant or consulting firm to design, develop, and implement a secure georeferencing system for maternal-death cases in Alta Verapaz and Huehuetenango, Guatemala. The solution must support structured case-data management, import and export in common formats, data validation and quality control, geocoding, territorial mapping, epidemiological and programmatic filters, thematic maps, indicators, dashboards, differentiated user access, authentication, backups, traceability, and data protection. The system must prevent public exposure of names, identification numbers, exact addresses, and other information that could identify deceased women or their families. The work includes requirements gathering; functional and technical design; development, testing, and validation; implementation in Alta Verapaz followed by refinement and implementation in Huehuetenango; user and administrator training; and technical transfer. Deliverables include a work plan, requirements and technical-design documentation, prototypes, configured territorial layers, validated implementations, source code, configuration files, technical and user manuals, data dictionaries, backup and recovery procedures, and a final report. Proposals must include separate technical and financial offers, an executive summary, methodology, proposed architecture and technologies, detailed schedule, relevant experience, curriculum vitae, identity and tax documentation, academic credentials, references, and applicable portfolios or work samples. The technical proposal may not exceed 50 pages, excluding annexes, covers, and table of contents, and must be submitted in Spanish.
