Description

The Federal Aviation Administration is soliciting a small business for a firm-fixed-price localizer platform refurbishment project. The contractor must provide all labor, supervision, engineering, materials, equipment, transportation, insurance, permits, fees, cleanup, and related services. Work includes installing bracing and stiffeners; replacing deck beams, joists, and deck boards; repairing joist and brace splices; installing railing-post angles and anti-split rings; repairing split joists; and removing temporary plywood decking. Materials must be new unless reuse is authorized, comply with the specifications, and be free of asbestos and lead-based materials. The contractor must provide material submittals and safety data sheets as applicable, maintain a clean and safe work area, comply with Davis-Bacon wage rates and OSHA requirements, and use a certified or licensed framer with at least five years of similar experience. The project is a total small-business set-aside and will be awarded as a single firm-fixed-price contract based on the lowest responsive price, acceptable past performance, and relevant past experience. The estimated project cost magnitude is less than $100,000. Offerors must submit business, technical, and price volumes, including the completed solicitation and amendments, insurance certificate, small-business designation letter if applicable, execution plan and schedule, supplemental offer information, at least three similar past projects and references, at least three past-performance surveys submitted directly by prior customers, and a complete cost breakdown. Performance and payment bonds are expressly not required. The work must begin within five calendar days after notice to proceed and be completed within 14 days under the solicitation clause, while the statement of work separately states completion within 30 calendar days; this apparent inconsistency should be clarified before bidding.
