Description
The City of Payette is soliciting proposals from qualified consulting firms to prepare a comprehensive Development Impact Fee Analysis and Capital Improvement Plan in accordance with the Idaho Development Impact Fee Act, Idaho Code Title 67, Chapter 82. The selected consultant will provide development impact fee analysis; demographic and land-use forecasting; Level of Service analysis; growth-related capital improvement planning; proportionate-share and eligibility calculations; fee schedules; public engagement; ordinance development; and implementation procedures. The City seeks firms with demonstrated experience in Idaho development impact fee studies, capital improvement planning, public finance, nexus and proportionality analysis, and municipal implementation. Preference will be given to firms with relevant Idaho experience.
