Description
The United Nations Development Programme, working with Sierra Leone's Ministry of Trade and Industry, seeks a qualified firm to design, develop, deploy, test, populate, and operationalize a secure, responsive real-time trade data monitoring platform focused on trade between Sierra Leone and Japan, with coverage of other major trading partners. The platform must automate data collection, validation, updating, visualization, and reporting; integrate appropriate APIs; provide data governance, administrative controls, cybersecurity, backups, and hosting; and include interactive dashboards for imports, exports, trade balances, products, sectors, value chains, market trends, and export potential. The scope also includes market-intelligence and market-entry modules covering high-potential products, buyers, suppliers, business linkages, trade fairs, logistics, tariffs, customs procedures, standards, certification, rules of origin, non-tariff measures, and related regulatory requirements. The contractor must deploy and populate the platform with historical and current trade data, provide training and technical manuals, and complete formal handover to the Government of Sierra Leone. Proposals require a technical proposal, company profile, registration certificate, audited financial statements, recent and ongoing project lists, client performance statements, completed key-personnel CVs, and a separate financial proposal. Evaluation is based on a 70% technical and 30% financial combined score.
