Description
The Town of Berlin is seeking a qualified contractor for demolition as required and paving at several locations in the Henry's Mill community. The scope includes mobilization; saw cutting and milling; localized full-depth pavement reconstruction with graded aggregate base, asphalt base course, and asphalt surface course; curb and gutter installation; restoration of disturbed areas; utility protection and adjustments; traffic control; erosion and sediment control; and final cleanup. The base bid covers four pavement patches, with alternate pricing requested for Pitts Street, Buckingham Lane, and Senators Way. Contractors must provide all labor, materials, equipment, supervision, and incidentals, comply with applicable Maryland Department of Transportation State Highway Administration specifications, and verify field conditions and quantities before submitting a proposal. Addendum No. 1 clarifies that the contractor is responsible for necessary utility adjustments. Full-depth pavement replacement uses 1.5 inches of asphalt surface course, 1.75 inches of asphalt base course, 4 inches of graded aggregate subbase, and compacted suitable subgrade soils. Curb and gutter replacement is not currently needed, but may be directed if required because of existing damage, deterioration, or construction impacts. Alternate bids require 1.5 inches of milling followed by 1.5 inches of new asphalt surface course. The contractor must have at least five years of experience and obtain applicable licenses, certifications, and permits. Work must begin within 60 days of award and be completed within 90 days after starting. The proposal must include qualifications, at least three relevant references, a completed Cost Proposal, a completed Signature Page, and a proposed subcontractor list if applicable; an execution narrative is encouraged. The successful contractor must maintain specified insurance and provide a one-year workmanship warranty.
