Description
The Town of Cochrane is seeking a qualified multidisciplinary consulting team to complete a Recreation Infrastructure Feasibility Study focused on current and future ice surface capacity and indoor turf infrastructure. The study must build on existing municipal plans and studies and provide evidence-based analysis to support Council decisions regarding demand, existing infrastructure, viable facility and site options, conceptual programming, capital and operating implications, lifecycle requirements, growth-related infrastructure, off-site levy considerations, governance, partnerships, funding, and implementation sequencing. The scope includes targeted stakeholder engagement, evaluation of approximately three viable infrastructure options and multiple locations, comparative business-case and financial analysis, editable financial models and supporting data, an implementation roadmap, draft and final feasibility studies, an executive summary, and presentations at Council checkpoints and final Council consideration. Detailed architectural design, engineering, construction, and approval to build are outside the assignment. The estimated budget is CAD $200,000 excluding GST, for reference only.
