Description
Montana State University is considering a sole-source product order and services contract for a closed-system, mission-critical radio-frequency monitoring and electronic warfare system. The requested solution includes custom hardware and software integration, a third receive channel, transmit capability, detection and direction finding of signals of interest, RF detection from 1 kHz through 26.5 GHz, support for Wi-Fi, Bluetooth, Zigbee, and analog signal demodulation, spectrum operations functionality, a rugged antenna mobile system, anti-tamper capabilities, and security and compliance applications. The hardware must be ruggedized for laboratory and field-platform integration, meet MIL-STD-810G, operate from -30 to 55 degrees Celsius, receive from 500 kHz to 6 GHz, weigh no more than 4 pounds with battery, and fit within the specified dimensions. The supplier must also provide end-user training on the proprietary platform and deliver on-site, U.S.-based training. This is an intent-to-sole-source notice rather than a request for competitive proposals; vendors offering an equivalent solution may submit a detailed written response through the procurement system.
