Description
The United Nations Development Programme, through its Programme of Assistance to the Palestinian People and in collaboration with the Palestinian Ministry of Telecommunications and Digital Economy, seeks a qualified software development firm to design, develop, implement, deploy, and operationalize a secure National Authentication and Federation Platform (NAFP) minimum viable product. The platform must provide identity and account management, authentication, authorization, federation, token and session management, administrative interfaces, monitoring, auditability, and standards-based APIs. The scope includes integration with the Hukumati platform and other approved government systems, testing and validation, deployment within a ministry-controlled hosting environment, knowledge transfer, source-code and technical-asset handover, and post-acceptance support and maintenance. The MVP must support a national-scale user base and secure authentication and federation functions while excluding vendor-operated hosting of the core platform. Proposers must satisfy the solicitation’s experience, qualification, financial-capacity, local-representation, and proposal-security requirements.
