Description
The City seeks Statements of Qualifications from law firms to provide bond counsel, special tax counsel, disclosure counsel, and related legal services for its debt financing transactions and bond programs. Services include advising on and preparing bond issuance documents, disclosure documents, and legal and tax opinions; supporting bond sales and related litigation; and providing ongoing advice on post-issuance compliance, federal tax matters, bond covenants, and continuing disclosure obligations. The City anticipates establishing a list of qualified firms for an expected three-year qualification period. Firms selected for the list are not guaranteed work; the City expects to execute master contracts with selected firms and issue work authorizations for individual financing transactions. Statements of Qualifications must include a cover letter, table of contents, firm and team qualifications, relevant experience and references, fee information, and applicable City forms. The main Statement of Qualifications is limited to 15 single-sided pages, excluding specified front matter, attachments, and required City forms.
