The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) for the repair and upgrade of the NAO HQ Emergency Operations Center in Norfolk, Virginia. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB), and will result in a firm-fixed-price contract. The NAICS code for this opportunity is 236220, Commercial and Institutional Building Construction, with a small business standard of $45 million. The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. The scope of work includes interior renovations to create a fully functional Emergency Operations Center (EOC) to support the District Commander. This involves complete interior construction, installation of a backup generator, procurement and installation of necessary furniture and fixtures, and the creation of dedicated, secure storage space for emergency preparedness equipment. A key requirement is strict adherence to the Secretary of the Interior's Standards for the Treatment of Historic Properties, specifically the Standards for Preservation. The work will commence within 10 calendar days of receipt of the Notice-to-Proceed (NTP), with a construction period of performance of approximately 270 calendar days. Bid bonds will be required with proposal submittals, and the successful awardee must provide 100% payment and performance bonds. The solicitation and accompanying documents will be issued electronically on the Procurement Integrated Enterprise Environment (PIEE) website on or about January 2026.
