Description
The State of Wyoming is soliciting stand-alone bids for Category 1 wide-area network services, including Internet access and data transmission, for educational circuit locations. Services must connect each location to a district hub or the State Unified Network Core in a spoke-and-hub configuration and support Ethernet, either as IP Layer 3 or Ethernet Layer 2 over 802.1Q VLANs. Required capabilities include tagged and untagged frames, frame sizes up to 1,522 bytes without fragmentation, at least 10,000 unique MAC addresses per A-end location, and intrastate service under the FCC 10% rule. Bidders must provide pricing at 10 Mbps, 50 Mbps, 100 Mbps, 500 Mbps, 1 Gbps, and 10 Gbps, with handoffs conforming to one of the listed Ethernet standards. Responses must include all service costs, agree to the E-Rate Bid Narrative, and include the contractor's valid E-Rate SPIN number. The contractor must also meet FCC registration, E-Rate compliance, invoicing, equipment, billing, record-retention, and regulatory requirements. The solicitation may result in renewal of existing circuits, procurement of new circuits, or no award, depending on the responses and the State's needs.
