Description
The United Nations Development Programme is seeking an individual consultant for a 15-month assignment to design, technically supervise, and lead implementation of two digital platforms supporting the Alianza Medellín Cero Hambre project. The scope includes evolving an operating food-donation and logistics platform and designing and launching a new beneficiary identification and characterization platform. The consultant will act as the technical counterpart and digital product lead for external technology providers; conduct user-centered design, requirements definition, prototyping, architecture and interoperability review, data and security oversight, and identification and validation of artificial-intelligence use cases. The assignment also includes pilot planning, deployment, training, user adoption, technical monitoring, testing, documentation review, knowledge transfer, and sustainability planning. Software development, dashboard construction, report automation, statistical analysis, and infrastructure administration are expressly outside the consultant's scope. The proposal must include a technical proposal of no more than three pages, a CV or P11 with relevant experience and at least three professional references, a motivation letter, and an all-inclusive financial proposal using the provided format. Financial proposals are sealed and evaluated only for technically qualified offers.
