Description
The City of Bellingham is initiating the Incinerator Emission Control Upgrades Project at the Post Point Wastewater Treatment Plant to modernize air pollution control equipment and meet federal emission standards. This project involves upgrading the existing multiple hearth incinerators with new equipment, including a wet scrubber, wet electrostatic precipitator, regenerative thermal oxidizer, selective catalytic reduction, and mercury control unit, housed in a new approximately 5,000 square foot building. The project will be procured using a General Contractor/Construction Manager (GC/CM) delivery method to ensure early contractor involvement, constructability insights, and support for complex phasing within an active wastewater treatment facility. The City is engaging in a market sounding activity, facilitated by Brown and Caldwell, to gather industry feedback on project goals, procurement approach, and other key considerations prior to the formal GC/CM procurement. Participation in this market sounding is voluntary and will not affect future procurement eligibility. The formal procurement process will involve a two-step competitive process, including a Request for Proposals (RFP) followed by a Request for Price Proposals (RFPP) for shortlisted firms.
