Description
The United Nations Development Programme, through its Enhancing Social Cohesion in Moldova through Dialogue and Community Empowerment Phase II project, seeks a contractor to design, pilot, and implement a comprehensive community mediation programme. The assignment includes an initial 20-person Chisinau pilot, followed by training and capacity development for 40 mediators in northern Moldova and 40 in southern Moldova. The programme must provide at least 80 instructional hours and comply with Moldova's national mediation training requirements so graduates are eligible to sit for the national mediator qualification examination. The contractor will develop the curriculum and training materials; recruit and select participants; deliver practice-oriented training in Romanian and Russian as appropriate; provide mentoring, coaching, supervised practice, competency assessment, safeguarding, referral, monitoring, and quality assurance; and manage all related logistics. The contractor must support at least 250 eligible community mediation or structured conflict-resolution processes, document at least 10 anonymized practice stories or case studies, and deliver a sustainability and scale-up roadmap, final report, and editable handover package. The contract is expected to run for a maximum of 20 months, with commencement expected on January 1, 2027.
