Description
The United Nations Development Programme is seeking one service provider for an eight-month assignment to operationalize and improve existing environmental information systems in Bosnia and Herzegovina. The work includes validating institutional responsibilities and data flows; developing reporting procedures, standardized forms, questionnaires, indicators, metadata, and quality assurance/quality control arrangements; and supporting climate reporting for greenhouse gas inventories, mitigation policies and measures, Nationally Determined Contribution tracking, adaptation monitoring and evaluation, climate finance, and loss and damage. The contractor must assess existing system functionality and prepare functional and technical requirements for future upgrades, including data structures, workflows, user roles, validation rules, dashboards, geographic information system functions, interoperability and application programming interface requirements, mock-ups, and a prioritized upgrade roadmap. The assignment also includes piloting reporting arrangements, developing a loss and damage monitoring framework, training participating institutions, preparing manuals and guidance, and delivering five reports/packages. A multidisciplinary team of twelve experts is required, with at least two experts—including the team leader—employed full-time by the offeror. Financial information must be submitted only in the portal's commercial section, separate from the technical proposal.
