Description
The National Park Service is soliciting a firm-fixed-price quotation for construction improvements at Nicodemus National Historic Site. The work includes constructing three accessible concrete pedestrian waysides totaling approximately 375 square feet, removing and replacing approximately 360 square feet of concrete sidewalk, installing new curbs, gutters, curb cuts, and ramps, and removing, protecting, and reinstalling six existing interpretive panels from temporary wooden platforms. The contractor must provide all labor, materials, equipment, transportation, permits, testing, and incidental work, along with site protection, grading, seeding, cleanup, and restoration. The project has an estimated magnitude of $20,000 to $40,000 and a performance period of 120 calendar days from issuance of the Notice to Proceed. The quotation must include a completed Standard Form 18, pricing, amendment acknowledgment, the Technical Questionnaire, required representations and certifications, contractor core data, and reference information for two to three similar projects performed within the past three years. Quotes must be submitted by email, with each email limited to 25 MB and formatted primarily on 8.5-by-11-inch pages. A payment bond or irrevocable letter of credit is required for quotes between $35,000 and $150,000; the payment protection amount is 100 percent of the contract price and is due within 10 days after award. Amendment 0002 provides questions and answers: no subgrade is specified, no subgrade testing is specified, concrete testing is contractor-provided, conventional tilling and seeding is required, the specified Turf Type Tall Fescue Drought Tolerant Mix must be used rather than a buffalo grass alternative, and a no-cost extension may be executed if seasonal conditions prevent seeding during the initial performance period. At least one additional amendment is expected, and all amendments must be acknowledged by the quote deadline. Questions must be submitted in writing to the contracting officer.
