Description
The Conejo Open Space Conservation Agency (COSCA) is soliciting proposals for invasive species management services, primarily focusing on the control of Russian thistle (Salsola species) across four designated work sites. The project involves the spot application of herbicides, with specific requirements for the contractor to possess a California C-27 Landscape Contractor License and be licensed by the California Department of Pesticide Regulation (CDPR) as a Pest Control Operator, or have a Qualified Applicator's License or Certificate (QAL/C) under direct supervision. Tank mixes must include a non-ionic surfactant and a photodegradable marking dye. COSCA, a joint-powers agency dedicated to protecting and restoring open space, views invasive species management as crucial for maintaining ecological health and biodiversity. The selected contractor will be responsible for treating Russian thistle at four sites: Labisco Hill, Lang Ranch, Sunset Hills, and Woodridge. Treatment methodology for Russian thistle will involve foliar application of triclopyr, while tree tobacco at the Sunset Hills site will be treated with a cut-stump application of triclopyr. Water is not available at any treatment location, and contractors must plan accordingly. The project is expected to take less than three weeks from notice to proceed.
