Description
The Architect of the Capitol is soliciting a firm-fixed-price contractor to assess its management capacity and governance structure for a long-term, multi-billion-dollar capital program. The work includes reviewing organizational capacity, policies, governance, decision-making, financial oversight, risk management, and coordination across departments and legislative branch agencies. The contractor will develop a governance model, decision-authority matrix, program reporting framework, PMO organizational model, staffing and resource plan, program controls framework, and a phased implementation roadmap. The engagement has a 184-calendar-day period of performance after award, with an option to extend services for up to six months. The procurement uses a two-step, best-value evaluation; Step One evaluates corporate experience, key personnel, and past performance, including relevant construction or capital-program experience on projects exceeding $500 million. Step One proposals are limited to 25 pages for Factors 1–3, with specified resumes and past-performance materials.
