Description
The Federal Highway Administration requires non-personal services supporting the U.S. Department of Transportation’s Intelligent Transportation Systems Joint Program Office Multimodal Standards Program. The scope includes systems engineering development, research, testing, maintenance, and stakeholder engagement; development and maintenance of nonproprietary, consensus-based multimodal ITS standards, specifications, and data structures; and support for nationwide deployment through testing, validation, reference implementations, and stakeholder engagement. The proposed contract is a single-award, five-year IDIQ with firm-fixed-price and time-and-materials/labor-hour task orders, a $25,000 minimum guarantee, and a $9,800,000 maximum ceiling. The notice is a sole-source special notice directed to The Open Mobility Foundation, not a request for competitive proposals; other responsible sources may submit capability statements solely to inform a possible competitive procurement decision.
