Description
The United States Secret Service is soliciting a single firm-fixed-price IDIQ contract with a five-year ordering period for 9mm Luger duty, 9mm frangible, and 9mm ball ammunition. The estimated quantities are 8,000 cases of duty ammunition, 2,000 cases of frangible ammunition, and 2,000 cases of ball ammunition per ordering year, with 1,000 rounds per case; actual quantities are not guaranteed. The contract has a minimum value of $10,000 and a maximum value of $21,000,000, with individual order limits also specified. The ammunition must meet the Statement of Requirements, ANSI/SAAMI standards, and detailed velocity, accuracy, function, terminal-ballistics, packaging, marking, and quality requirements. The supplying vendor must be the ammunition manufacturer; a nonmanufacturer dealer may not submit an offer. Offerors must provide technical, past-performance, and price volumes, manufacturer information, warranty information, quality-control/quality-assurance documentation, material safety data sheets, certificates of conformance, and product samples. Award will be based on lowest price technically acceptable with acceptable or neutral past performance.
