Description
The Department of Veterans Affairs seeks a sole-source contractor for a firm-fixed-price building automation system modernization at the Richard L. Roudebush VA Medical Center. The work includes replacing 39 supervisory controllers with Johnson Controls Facility Explorer FX90 controllers, replacing six BAS workstations with browser-access computers, and consolidating the existing BAS onto the newer onsite server. The scope includes equipment, expansion modules, software and device licenses, programming, integration, commissioning, testing, documentation, project management, one year of manufacturer software maintenance, and a one-year parts-and-labor warranty. The contractor must preserve existing sequences, graphics, alarms, histories, schedules, communications, and integrations; maintain the dedicated Engineering BAS network; perform phased cutovers with backups and rollback procedures; provide qualified Niagara and Facility Explorer personnel; and deliver as-built records, inventories, configuration files, backups, test results, licenses, and warranty information. The performance period is 365 calendar days after award. The notice identifies Conserv, Inc. as the current BAS maintenance contractor and states that the procurement is restricted to that source because of its familiarity with the installed system and proprietary equipment and software.
