Description
This guidance outlines the process for State Workforce Agencies to request Fiscal Year 2026 Trade Adjustment Assistance (TAA) Program funds, specifically for Training and Other Activities (TaOA) and Trade Readjustment Allowances (TRA) and Alternative/Reemployment Trade Adjustment Assistance (A/RTAA). States must submit their funding requests via www.grants.gov and email supporting documentation to otaa.administrator@dol.gov by July 13, 2026. The request process for TaOA funds has been updated to replace the ETA-9117 form with a completed SF-424 form and a written justification. For TRA and A/RTAA funds, states must submit a justification via email. Funding is limited and will be awarded based on demonstrated need, with TaOA funds available for expenditure from October 1, 2025, through September 30, 2028, and TRA/A/RTAA funds available from October 1, 2025, through September 30, 2026. The TAA Program provides training, employment and case management services, job search allowances, relocation allowances, TRA, ATAA, and RTAA. States are required to integrate TAA services into the American Job Center network. Funds can be used for training, related costs, employment and case management services, outreach, job search allowances, relocation allowances, and related state administration. The Department encourages states to prioritize funding for existing participants and to minimize funding for outreach due to the program's phase-out status.
