Description
Baltimore County seeks qualified contractors to provide emergency fiber maintenance, construction, facility locating, and engineering and design services for approximately 250 miles of existing fiber. Emergency maintenance includes 24/7 outage response, response to County calls within 30 minutes, fiber repair and splicing, testing, reporting, and maintaining an inventory of emergency materials. Construction work includes underground and aerial conduit and cable installation, splicing and termination, testing, restoration, and as-built documentation. Locating services include responding to excavation notices within legally required timeframes and documenting the locating process. Engineering services include on-site design consultation, preparation and revision of construction documents, permitting and easement management, and related engineering. The proposal must include a technical response, a separate price proposal using the provided worksheet, company and project references, sustainability information, and the required County forms. The contract has a three-year initial term with up to five one-year renewal options. A 25% MBE/WBE participation goal applies; the solicitation also requires performance and payment bonds, each equal to the contract amount.
