Description
The City seeks an SEC-registered investment advisory firm to manage a municipal portfolio of up to approximately $100 million. Services include investment advice and execution of securities transactions; portfolio strategy and policy review; cash-flow forecasting; credit monitoring; and monthly and quarterly reporting. The portfolio is primarily fixed-income securities and cash equivalents, with diversified equity investments permitted within applicable policy and statutory limits. The adviser may manage the portfolio on a discretionary or non-discretionary basis, subject to City approval for discretionary authority. Proposals must include a technical proposal and a separate price proposal. The technical proposal must address the firm's organization, public-sector experience, personnel, investment approach, reporting capabilities, and at least five references from comparable governmental clients. It must also include current SEC Form ADV Parts 1 and 2, Wyoming registration-compliance documentation, three years of audited financial statements, and proof of bonding up to $5 million. The price proposal must provide a complete fee schedule. The initial contract term is four years, with two possible one-year extensions.
