Description

The Washington State Department of Social and Health Services, through the Special Commitment Center and Behavioral Health Administration, is seeking qualified providers to offer Less Restrictive Alternative (LRA) residences and related services for residents conditionally released from the Special Commitment Center. Proposals may cover independent residences, staffed residences, or both, although an individual residence may be proposed as only one type. Services include housing, room and board, administrative services, resident support, supervision, behavioral support, monitoring, transportation and chaperone services where applicable, reporting, and compliance with court-ordered conditions. Proposed residences must comply with applicable state and local zoning and building requirements, statutory LRA requirements, security and monitoring requirements, and minimum-distance restrictions from schools and licensed childcare facilities. Staffed residences require supported transitional living services, staffing plans, resident supervision, activities coordination, transportation, and chaperone services. The response must use the provided Bid Submission Letter, Certifications and Assurances, Bidder Response Form, and Contractor Inclusion Plan, with supporting documentation as applicable. The solicitation is ongoing after the initial phase, with proposals accepted continuously; the initial response deadline was December 1, 2023, at 5:00 PM Pacific time.
