Description
Riverside County, through its Department of Waste Resources and in collaboration with the City of Cathedral City and Palm Springs Cemetery District, seeks a qualified consultant to conduct an Environmental Site Investigation at the Cathedral City Landfill and prepare a Site Investigation Report in compliance with Regional Water Quality Control Board–Colorado River Basin Technical Reporting Order R7-2025-0020-01. The consultant must review the technical order and historical technical documents, conduct historical research, delineate the vertical and lateral extent of contamination, perform laboratory analyses of buried waste, underlying soil, and groundwater, install a groundwater monitoring well network, and remove the prior monitoring wells by over-drilling. The consultant must prepare and revise a work plan and Site Investigation Report, provide a detailed budget narrative and fully inclusive pricing, and comply with prevailing-wage, California public-works, apprenticeship, certified-payroll, licensing, insurance, and applicable preference requirements. Task 2 activities may not exceed 18 months after commencement. The proposal must include the completed bidder response, separate cost workbook, financial statement, company and experience information, references, licenses, insurance evidence, and applicable affidavits.
