Description
St. Charles Parish Public Schools is soliciting a vendor to provide E-rate-eligible high-speed Internet Access and Wide Area Network services for approximately 27 schools, centers, and other district sites. The scope includes dedicated Internet Access, WAN circuits, installation and initial configuration, symmetrical and scalable bandwidth, diverse Points of Presence, resilient routing, demarcation equipment with battery backup, monitoring, reporting, maintenance, troubleshooting, and ongoing service support. Proposals must address managed and unmanaged service options, technical compatibility, bandwidth and pricing options, implementation, service-level commitments, and E-rate compliance. The proposal must include a submittal letter, authorized signatures, firm background and approach, support and SLA information, qualifications and references, implementation timeline, cost proposal using the provided IA and WAN cost sheets, and financial disclosures. Vendors must provide at least three comparable school district or government-agency references, Louisiana E-rate telecommunications experience, and applicable SPIN numbers. The solicitation prohibits subcontracting, sublicensing, or third-party circuit providers and requires the selected vendor to provide end-to-end service using its own facilities, infrastructure, and staff. The contract is planned for three years with two optional one-year extensions, with service commencing July 1, 2027.
