Description
Empire State Development is seeking up to four qualified New York State-based 501(c)(3) nonprofit organizations to establish physical Quantum Technology Commercialization Hubs. A hub may involve constructing a new building or expanding or modifying an existing facility, but ESD capital funds may be used only at the designated physical hub facility, with no off-site satellite locations. A consortium's lead respondent and formal consortium members must be New York State-based 501(c)(3) entities; for-profit organizations may participate as subcontractors, suppliers, or technology partners but not as formal consortium members. The award is capital-only and may support eligible construction, machinery and equipment, furniture and fixtures, approved soft costs, and maintenance contracts for eligible equipment. Required program objectives include advancing quantum technology commercialization, incubating and accelerating quantum-related startups, engaging industry, coordinating with the New York State Quantum Hub Network, and reporting performance. Operating costs, salaries, indirect costs, startup support services, and most software or technology services are not eligible unless specifically approved. Up to four awards totaling up to $60 million are anticipated, with approximately $15 million per award, although ESD may adjust individual award amounts. The grant term is expected to be five years, with applicants required to explain how operations will continue afterward. Applications are limited to 20 pages, excluding required ESD administrative forms; the Diversity Practices Questionnaire is excluded from that limit. The lead respondent must be a 501(c)(3) nonprofit organization, and the contract carries 15% MBE, 15% WBE, and 6% SDVOB participation goals.
