Description
Texarkana Independent School District (ISD) is requesting proposals from charter bus vendors to provide services on an ongoing basis until February 2, 2027. This solicitation may result in an award to multiple vendors. The evaluation criteria include purchase price, vendor reputation, quality of services, alignment with district needs, past relationship with the district, impact on historically underutilized businesses, total long-term cost, and whether the vendor has its principal place of business in Texas or employs at least 500 persons in Texas. Proposals were initially due on April 12, 2022, for the initial evaluation period and specific trips for the 2022-2023 school year. Proposals will continue to be received on an ongoing basis until February 2, 2027. After the initial award, subsequent evaluations will be based on an agreed-upon percentage discount from published pricing. Awarded vendors will be expected to provide a guaranteed percentage discount off their published pricing for the term of the agreement. Buses must have restrooms and under storage, and all proposals must remain firm for 60 days. The agreement term is one year with four additional one-year automatic renewals, for a total of five possible years, starting April 28, 2022, and ending April 27, 2027.
