Description
The City of Miami Beach is establishing a pool of prequalified public-private partnership consulting firms to support future unsolicited, competing, and other development proposals. Services may include P3 feasibility studies; cost-benefit and life-cycle cost analyses; evaluation of public benefits, risks, revenue, financing options, and private-partner availability; development of financially viable P3 project plans and financing structures; and recommendations regarding project and solicitation structures. Prequalified consultants may also assist with procurement development, including scopes of work, questionnaires, evaluation criteria, pricing, contract language, market research, proposal evaluation, financial modeling, negotiations, reporting, and staff training. Selection into the pool does not guarantee work; specific assignments will be issued through future Service Orders. Applicants must submit the completed Prequalification Application and demonstrate at least three qualifying P3 projects for public entities, including at least two projects for Florida public entities, performed as a prime consultant within the last five years.
