Description
The City seeks a contractor to manage, operate, and maintain the North Beach Compost Hub. Work includes following EPA community-composting best practices and applicable regulations; designing and maintaining compost piles; visiting the site three to four times weekly; emptying drop-off bins at least twice weekly; removing contaminants; maintaining the site and equipment; and recording site visits, food-scrap weights, waste removed, and compost generated. The contractor must also submit quarterly reports and conduct quarterly compost testing covering physical, chemical, biological, and contaminant properties. Regular coordination meetings with City staff are required on a biweekly basis. Additional services may be requested, including community engagement events and promotional materials, food-waste pickup at other locations, compost-pile construction or repair, and landscaping. The City will negotiate the term of any resulting agreement; it generally expects the agreement to remain valid until $50,000 has been expended. The solicitation states that the maximum expenditure is $50,000 and does not guarantee any work.
