Description
The United Nations Development Programme seeks a Sri Lankan individual consultant to support the National Procurement Commission in operationalizing and monitoring the electronic Procurement Management System (e-PMS). The assignment includes developing a progress-monitoring structure, establishing and operationalizing a help-desk mechanism, creating processes and tools to receive and track user requests, monitoring institutional system use and compliance, and providing technical support to government institutions. The consultant must conduct 8 full-day physical training sessions and 17 full-day online training sessions, prepare training materials, address participant questions, provide post-training support, document lessons learned and good practices, and submit a final implementation report with recommendations. The 48-day assignment is scheduled from October through December 2026. Applicants must hold a master's degree in a specified field, have at least five years of relevant experience, demonstrate training and IT-related capabilities, and submit a technical proposal, CV, qualification evidence, financial proposal, and other required declarations through the supplier portal.
