Description
The project involves widening and reconstructing approximately 7.997 miles of Cass County Highway 4. Work includes full-depth roadway reclamation, cement stabilization of the reclaimed base, aggregate surfacing, culvert removals and replacements, excavation and borrow, hot-mix asphalt at the County Highway 4 and County Highway 11 intersection, traffic control, and temporary and permanent erosion-control measures. The plans specify substantial quantities of pipe culvert work and require the roadway to be opened to traffic by October 23, 2027. The contractor must develop a project-specific stormwater pollution prevention plan and provide erosion-control supervision and inspections. The plans also require third-party quality-control and quality-assurance testing for the cement-stabilized reclamation work.
