Description
The General Services Administration, on behalf of the U.S. Navy, is conducting market research and requesting feedback on a planned consolidated acquisition of multiple trailer configurations, including stake/breakbulk, enclosed, dry-box van, lowbed, potable-water tank, heavy-haul, and hydraulic sliding-axle trailers. The notice seeks information about manufacturing capability, OEM or reseller status, domestic manufacturing partners, Nonmanufacturer Rule compliance, component standardization, production capacity, lead times, engineering and tooling costs, fleet interoperability, and supply-chain constraints. Respondents are asked to provide a capability statement, technical capability and strategy questionnaire, and feedback on draft contract structure and evaluation criteria. The planned procurement may use IDIQ or requirements contracts with fixed-price economic price adjustment, and may permit proposals for individual or multiple configurations. The draft framework contemplates technical data packages, virtual oral presentations, delivery schedules, quality assurance and testing information, past performance, warranty support, and delivery to five Navy sites. This notice is for market research and industry feedback only; it is not a solicitation and proposals are not currently being requested.
