Description
The U.S. Department of State is seeking contractors to administer CONOCER competency-standard evaluations and certifications for Government of Mexico state and federal criminal analysts assigned to high-impact crime and investigations units. The initial requirement covers up to 850 evaluations and certifications under Competency Standard 1599, with additional CONOCER standards potentially issued through separate orders. The contractor must manage registration, evaluations, certification issuance, participant rosters, surveys, reports, and related documentation; provide at least six CONOCER-recognized evaluators; conduct the process in Spanish; and provide in-person evaluators at government facilities throughout Mexico, with some informational activities conducted virtually. The procurement will establish multiple firm-fixed-price IDIQ contracts with a five-year ordering period and a $5,000 minimum guarantee per contract, while total orders under each resulting IDIQ may not exceed $5,000,000. The solicitation requests separate business, technical, and pricing volumes, including evaluator resumes, a technical approach, relevant corporate experience, past-performance information, completed pricing spreadsheets, and client-completed past-performance questionnaires. Technical merit is more important than price, and the opportunity is unrestricted rather than set aside for small businesses.
